A Group in a Carriage in Front of City Hall

This is a picture of an unidentified group of people in a horse-drawn carriage in front of the City Hall and Fire Hall in Charlottetown. There are five men in the carriage.
A man with a bicycle can also be seen standing in front of the City Hall doors.
This picture was taken around the 1900's, so it looks very old, blurry and faded.
